Mr. Tourtellotte joined GSRC in 2008 as a NEPA Analyst. He has a vast knowledge in the requirements of the National Environmental Policy Act (NEPA). He has over 25 years of experience in participating and managing NEPA projects and documents. His experience has made Mr. Tourtellotte a valuable asset to GSRC.

Mr. Tourtellotte received a Master of Science in Oceanography from Dominion University. He received a Bachelor of Science in Biology from the University of Miami.
