Mr. Carter has over 38 years of experience in environmental restoration planning, investigation, design and engineering. He has served as the Director of Environmental Sciences and Engineering. In this capacity he was responsible for oversight of coastal and environmental engineering, and natural resources program areas, including environmental impact statements and environmental assessments for regulatory and civil works projects. He is versed in NEPA and other environmental regulations and the USACE regulatory and planning process. Mr. Carter has served as a client contact and contract manager for nine IDIQ consulting services contracts with the Louisiana Department of Natural Resources Office of Coastal Protection and Restoration and Coastal Protection and Restoration Authority over the past 14 years. During this time, he has provided senior level project management oversight to over 65 task orders. Projects have been statewide throughout the coastal zone. On the National level, Mr. Carter has provided Sr. Project Management support for environmental compliance for seven of the 15 MEGA Projects for the USACE civil works program and has served as contract manager for multiple IDIQ planning and environmental contracts nationwide.
Mr. Carter is a Professional Engineer in Civil and Environmental Engineering. He received his Bachelor of Science Degree in Engineering from Louisiana State University.
